Troy Lutrick
Troy Lutrick has enjoyed a career for over 30 years in the fire service, concentrating in special operations, EMS, homeland security and special event all-hazards IMT experience. Retiring from sworn service at the Glendale Fire Department in 2015, he continues to maintain his national Paramedic certification for now more than thirty years. From 2003 to 2007, Troy was assigned to homeland security duties fulltime and is a co-founder of the Terrorism/Threat Liaison Officer (TLO) program in Arizona.
Troy’s final work assignment with Glendale Fire was the senior Planning Section Chief for Pro Bowl and Super Bowl 49 in 2015. After sworn retirement, from 2015 to 2019 he served as Chief of Emergency Preparedness for the City of Avondale, Arizona, and the public safety Incident Commander for NASCAR at Phoenix Raceway. Troy is currently the Director of Emergency Management for the City of Scottsdale, Arizona.
Across his career, Troy has planned and operated thousands of special events including concerts, multi- day music festivals, car auctions, boat and RV shows, rodeos, conventions, professional conferences, parades, marathons, high profile funerals, special dignitary events, national memorials, and professional sports league games and championships. Since 2016, he works as a planner and operational consultant for Super Bowl and NFL sanctioned events.
As a nationally qualified Type-1 Planning Section Chief and Type-3 All-Hazards Incident Commander and Train the Trainer, he coaches, mentors, and qualifies IMT candidates for nearly fifteen years. He is a qualified FEMA and State instructor of the NIMS-ICS curricula and also serves as an ICS instructor overseas.
Troy holds a bachelor’s degree in Public Administration, master’s in Executive Leadership and Emergency Preparedness, obtained his Certified Emergency Manager (CEM) in 2015, Certified Public Manager (CPM) in 2018, is a graduate of the National Emergency Management Advanced Academy and the Executive Leadership Program at the Naval Post-Graduate School. Troy is the founder of ICS Consultants LLC, which provides incident and event command and training consulting services.
